Wicked Problems and Clumsy Solutions

Bureau ABD and the Campus Den Haag/Leiden Leadership Centre, are pleased to invite you to a special master class titled ‘Wicked Problems and Clumsy Solutions’ on the 5th of July 2011.

Guest speaker on this event is Keith Grint. Keith is currently Professor of Public Leadership at Warwick University. And well respected author of numerous publications on leadership. Before he was Professor of Defence Leadership at Cranfield University and Deputy Principal at the Defence College of Management and Technology within the Defence Academy in Shrivenham. Previously he was Professor of Leadership. Keith Grint will be key-note speaker at the International Leadership Conference in London later this year.

  • 12.00 - 13.30 Groups share the results of their thinking, including Q+A with Keith and colleagues in the group. Followed by sharing key issues and challenges and concluding remarks by Keith.

Optional: for those who are able to take a bit more time: Keith has offered to stay available for consultation on specific topics until 15.00.

The session starts by looking at the nature of change through a typology of Tame, Wicked and Critical problems and uses this to address the problems that participants have been unable to resolve. Wicked Problems are either novel or recalcitrant and require a collaborative approach, facilitated by Leadership.

The second stage looks at cultural theory and argues that ‘elegant’ (internally coherent) cultural models tend to reflect the cultural assumptions of organizations and/or individuals – thus hierarchical organizations tend to seek greater emphasis on rules and rule enforcement, while community-oriented organizations tend to seek greater social cohesion, and entrepreneurial organizations seek greater liberty. These often work for Tame and Critical Problems in specific cultures but Wicked Problems are often intractable precisely because they sit between and across all these approaches. They therefore require what are often deemed ‘Clumsy Solutions’.

The session will combine presentation with group interaction and there will be ample opportunity to examine problems and challenges senior leaders in government face in the Dutch context.
